Introduction

  • Ensures effective implementation of the Project Management Systems through the Project Quality Plan and Quality Processes.
  • Assure through Quality monitoring and measurement the implementation of Contract Quality Requirements, Leading Quality Audit Programs, Quality Surveillance and Quality Self-Assessments.
  • Develops, Implements External and Internal Project Audit Programs and TIV Program.
  • Providing continuous support, coordination and advice to the Offshore Project Head of QA/QC Procurement on quality issues concerning PMT discipline execution and the oversight of Contractors/Suppliers.
  • Develop necessary Quality Procedures, Plans, Work Instructions and provides quality support and guidance to the Offshore PMT.
  • Supports planning and implementation of Project Technical Integrity Verification Program to allow achievement of Safety Case Objectives.
  • Works effectively within established policies, procedures, and participates in the further development of these to meet changing needs.
  • Understand organizational authority and seek appropriate line management approvals.
  • Works in a highly visible project environment with large capital expenditures and significant schedule execution pressures.
  • Demonstrates willingness to tackle a variety of tasks in response to evolving business needs.

What are you going to do 

  • Assists in the Implementation of the Quality Management System and assists in providing quality planning input for the PMT, Monitors Quality Management System effectiveness.
  • Prepares and Executes/Leads under the direction of the Project Head of QA/QC Procurement the PMT Internal and External Audit Schedule including stewardship of audit findings to resolution and closure using an Action Tracking Close Out Process.
  • Supports Technical Integrity verification Program by facilitating and ensuring that the Verification Scheme for Safety Critical Elements is executed by the EPCI Contractor and Nominated Third Party IV Bodies and that Verification Activity Reports are generated.
  • Provide Quality Assurance Support by leading Engineering quality assessments, overseeing CONTRACTOR Engineering Surveillance Program, verification of quality requirements specification during the Engineering phase.
  • Leads audits on Quality Surveillance Programs for Engineering, Procurement, Construction and Completions Phases.
  • Supervises the development of Quality Alerts, Quality Deficiencies and NCRs as necessary and Stewards to Close Out.
  • Monitors and Reports Quality KPIs to measure and improve Quality Performance and Objectives.
  • Attends internal and external Quality Meetings, Technical Integrity Meetings facilitating quality planning, progress, deliverable and action, comment and finding Close Out.
  • Supervises reviews and stewards Quality Deviations to specifications, equipment and approved plans/procedures ensuring they are subject to appropriate review and approval by SME.
  • Maintains interfaces within PMT and towards EPCI to ensure a consistent, and effective Quality approach is applied across the Offshore Project.
  • Review and Approves EPCI Deliverables for Quality including Specifications, Plans, Procedures and Reports.
  • Prepares and gains approval of Weekly and Monthly Quality Reports. Monitors and Measures Contractors quality performance, provides, and distributes quality surveillance metrics as described in the QMS Control Procedures
  • Provide guidance to the Contractor to promote compliance; verify compliance with the Contract and fitness for purpose of the delivered processes of Topsides, Pipeline and Jackets designs. Actively participates in Project Lessons Learned Process, facilitating capturing and closure.

Essential skills and knowledge 

  • Preferred BSc in Science or Engineering or equivalent significant experience, preferred Diploma in Quality Assurance from a recognized Quality Institute and/or IRCA ISO 9001 Lead Auditor Accreditation & Valid ISO 9001 Lead Auditor Certificate.
  • Professional Quality Engineer with 10+ years of QA/QC experience in fabrication, construction, commissioning of Jackets, Topsides and Pipelines for Offshore Oil & Gas Projects.
  • More than 8 Years Experience facilitating, coordinating and supervising implementation of Technical Integrity Verification Schemes with EPCI and Nominated, Independent Third-Party Verification Bodies in line with Safety Case and Regulatory Regime requirements.
  • More than 8 years’ experience in the development and delivery of External & Internal Audit Programs along with Quality Surveillance Programs.
  • Shall have a proven track record or deliverance in challenging project environments in a Senior QA Role.
  • Successfully completed International Offshore Projects from FEED to Pre-Commissioning, Commissioning, and Handover activities.
  • Previous experience of working within a multi-cultural, multi-discipline, multi-location environment.
  • Good appreciation of quality planning, TIV programs and risk management.
  • A high level of proficiency in written and spoken English.
  • Computer literacy involving the regular use of professional office applications and some technical applications.
  • Sound written and verbal communication skills with the ability to communicate at all organizational levels.
  • Sound technical, supervisory and interpersonal skills.
