Introduction

  • Manage the delivery of all aspects of the Commissioning disciplines supporting the Management teams who have full authority, accountability, and responsibility for safe and successful delivery of scope (Onshore and Offshore).
  • Oversee all aspects of the Contractor Commissioning team and provide oversight and guidance for the delivery of the Scope in Doha.
  • Residential Contract, the work will be executed in different sites where the Head of BF Commissioning will be subject to be assigned to throughout the project execution phase (i.e. fabrication yard in Qatar and/or outside Qatar, offshore platforms/jack up barge).
  • The Head of Commissioning must be able to manage the respective priorities, drivers, challenges and site constraints in close collaboration with the Systems Completions Division manager and other stakeholders while maintaining focus on safety, quality and planning.
  • The context and challenges of the position are summarized as follows:
    • 5 new Jackets, 6 new Topsides Decks, new Pipelines, new Spurlines, new Composite Cables, new Fibre Optic Cables many of these being new Risers and J Tubes added to existing structures and 45 minor and major extensive modifications to 34 platforms and Fiber optic cables onto the existing offshore facilities.
    • Complex Brownfield modifications on involving Structures, Process, Instrumentation & Control, Electrical, HVAC, Piping and Mechanical, and Telecom disciplines.
    • Decommissioning activities (pipelines and topside equipment)
    • Work scope and specific activities that will require production shut down will have to be executed within predefined COMPANY Shut Down windows driven by the onshore LNG trains maintenance activities.
    • Mitigations and alternative plan must be developed and proposed to minimize or avoid any project initiated shut down activities outside the predefined COMPANY Shut down windows. The Head of Brownfield Construction should ensure readiness of the Contractor, supporting and fulfilling the requirements of Company shutdown preparedness gate process.

What are you going to do 

  • Maximize the onshore commissioning scope of work and reduce the offshore requirements for commissioning.
  • Manage the process for systems completion and commissioning deliverables for inclusion in the packages with the system completion team.
  • Manage the development and maintain processes and interfaces related to overall Mechanical Completion, Systems Completion as well as Turnover and Acceptance procedures.
  • Provide leadership and expertise to Systems Completion disciplines as well as contractors, vendors, and/or engineering subcontractors, as required, to ensure that quality and timing of the engineering and execution deliverables are in accordance with the approved schedule and budget.
  • Manage Systems engineering design in accordance with the project's change management program; develop and steward recovery plans to address any schedule delays, if any.
  • Manage Systems Completion related activities in respect to engineering execution, including project staff, design tools, including computer hardware and software, adherence to all appropriate specifications, standards and design verification processes, and accurate progress measurement and reporting.
  • Oversee development of the project systems completion philosophy and associated deliverables coordinating with OPCO.
  • Accountable for integrating completions of various RFSUs to achieve each Facility RFSU.
  • Coordinate complex internal and external interfaces including the potential for simultaneous operations (SIMOPS).
  • Responsible for Company Lessons Learned integration within Contractor work scope and the delivery of new LLs to COMPANY, primarily regarding execution

Essential skills and knowledge 

  • Bachelors Degree in applied Sciences or Engineering.
  • 10 years experience in various project phases such as engineering, procurement, and construction, within large-scale commissioning projects in the oil and gas industry, including 2 years of experience in a supervisory role, including acting roles, or oversight of service/vendor personnel.
  • Experience with Oil & Gas companies, Contractors, or Service Companies.
  • Knowledge in projects execution, engineering, operations, pre-commissioning, commissioning and systems completion.
  • Expert in engineering design standards, specifications, codes, operating equipment in the Oil & Gas industry, and appropriate safety criteria.
  • Experience in contract specification compliance requirements, including codes and standards.
  • Experience with vendors operating in the LNG industry, such as compressors, power generation, control systems, topsides, etc.
  • Experience managing Brownfield Projects and Simultaneous Operations (SIMOPS).
  • Experience working in large scale operating organizations in Operations, Projects, Subsurface, etc.
  • Broad experience in the handover process from EPCI Contractor to the Company Organization at Major Oil and Gas Project.
  • Experience in start-up support to Operation
  • Undertakes complex tasks and acts as a source of guidance for staff and internal customers. Is expected to handle all but the most complex problems and difficulties that might arise.
  • Takes initiatives, based on experienced gained, to deliver timely and cost-effective service.
  • Sets situations/issues in the context of the entire team and has an appreciation of the wider relationships with other people and organizations.
  • Works independently within established procedures, plans and budgets and contributes to the development of these.
  • Has autonomy over scheduling and planning of own work; organizes efforts of work group to achieve overall efficiency.
