Introduction

  • Provide constructability input to new plant / facility modification projects and managing construction activities within a multi-disciplines and single discipline projects assigned to support Project Engineer / Project Manager in executing the highly critical brownfield construction for Non-Shutdown and shutdown / turnaround related projects from Pre-Gate 2 or planning, execution and hand over.
  • Advise on claims based on project completion milestone.
  • Operates in technical environment with interface with multiple internal and external stakeholders.
  • Required to contribute to other multi-disciplinary tasks whilst providing expertise in specialized area.

What are you going to do 

  • Participate in pre-FEED/Work Scoping site visit for constructability and brownfield inputs to the concept selection.
  • Assist in framing/optimization/definition of key issues associated with critical lift, accessibility and execution deliverables for close tracking during engineering / procurement phase. Provide early schedule and unclassified cost inputs to Early Project Execution Plan (EPEP).
  • Review Contractors SHE Plan. Lead Safety Walk. Identify issues & resolutions and types of safety incident investigation (e.g. Taproot).
  • Understand reporting terminology and incentive program. Monitor Contractor safety performance. Monitor Contractor safety program and incentive.
  • Participate in Conceptual Design Constructability Review, Brownfield Planning & Verification Checklist & Site Verification Exercise.
  • Identify Risk Assessment Plan, key execution issues and respective resolutions.
  • Apply quality management approach to ensure projects are executed in conformance with the established technical requirements and comply with QA/QC expectation.
  • Participate in Independent Project Review or Cold Eye Reviews. Apply and capture Brownfield project execution lessons learned & best practices.
  • Prepare and follow up approvals of Construction Interface Agreements and eMOCs.
  • Confirm mechanical completion, safety and readiness to commence Commissioning or Startup or Hand Over.
  • Review and approve As-Built drawings. Close-out all Interface Agreements and eMOCs. Confirm all deliverables received and perform all close out activities.
  • Review and manage criteria for the fabrication and field erection sequences with respect to construction safety in general and SIMOPS in particular.
  • Assess, implement and evaluate contractors construction techniques and adequacy of Contractors SHE or Safety Plan and Project Quality Plan.
  • Manage offshore Shutdown and Non-Shutdown-based construction.
  • Manage plant Shutdown and Non-Shutdown-based construction.
  • Assess Contractors performance against prescribed plans using key metrics and identify remedial action plans via site verification (i.e. understand required labour disciplines & availability, yard facilities, installation sequencing, infrastructure and equipment requirements, welding procedures, metallurgy, etc.)
  • Develop list of key or major equipment & tools (heavy equipment, hot tap machine, Offshore installation barge etc.). Develop strategy and ensure availability throughout project execution.
  • Identify requirement and develop strategy and ensure availability of accommodation (labour camp, offshore POB etc.) and equipment & tools temporary storage for project execution.
  • Coordinate the preparation, understand and challenge the schedule estimate basis and assumptions.
  • Define the activity breakdown level appropriate to the project phase and location (Shutdown and offshore). Analyze schedule and identify critical path.
  • Analyze schedule and identify & develop mitigation or special schedule allowance or reserve against risks, uncertainties or constraints (heat index, offshore bad weather, site access etc.).
  • Coordinate to benchmark against historical data & industry norms.
  • Co-develop and coordinate the review and approvals of Invitation to Tender (ITT) including Scope of Work, Compensation, Incentives, Technical and Commercial Evaluation Criteria.
  • Manage vendor prequalification and vendor selection ensuring all standards, technical requirement, operational and SHE requirements are met.

Essential skills and knowledge 

  • Bachelor’s degree in Engineering.
  • 8 years’ experience in project related environment in the area of specialization within Oil and Gas Environment.
  • Computer literate, with advanced knowledge of all relevant engineering software tools, systems and tools.
  • Fluent in English language (demonstrated verbal and written skills).
