Introduction

  • The Head of Project Engineering position requires solid technical and organizational experience with respect to multi discipline engineering, and with the ability to solve problem, to identify the risks and to propose mitigations measures.
  • Coordinate various engineering scopes of work between the engineering disciplines, procurement, Safety, Quality, Interfaces and package delivery leads.
  • Assist the novation to the Contractor of the purchase orders placed by Company
  • Secure the delivery of the all equipment/material packages to the construction site in close collaboration with Contractor, Engineering team and Procurement team.
  • COMP3 project is part of a large Compression Development Program decided by LNG and its Shareholders. This major project consists of the delivery of new facilities (5 new riser platforms, 1 wellhead platform, 110km of CRA pipelines, stalk on risers, cables and FO lines) and the tie-ins/modifications to a large number of existing platforms.
  • The position will be located in Doha, Qatar but will require multiple and regular travel and missions to the Supplier’s manufacturing sites and to the Contractor High Value Engineering Center.
  • High focus shall be made to quality, risk management, and delivery schedule, particular attention shall be also given to the technical interfaces between the engineering disciplines, procurement, package delivery leads and the other project department (HSE, Quality, Construction, Brownfield, System Completion).

What are you going to do 

  • Understanding & familiarity of the Project scope and the technical, quality & safety requirements including the applicable regulations, the Project specific Design Basis and philosophies.
  • Ensure full implementation of the Project requirements and control the deliverables in terms of engineering, quality, schedule & HSE.
  • Engage and coordinate engineering activities across all engineering disciplines including Process, Structural, Electrical, Mechanical an Piping, Instrumentation, Pipeline, Cable and other disciplines such as Safety, Quality, Interfaces Procurement and Risks.
  • Ensure that all procedures, design input, design reviews, model review, risk assessments are reviewed, approved, delivered and implemented in due time to support the Project delivery schedule and the Interfaces with others Projects and Operation.
  • Responsible to deliver all equipment Package (included All Novated Items such as the valves, the drums and IMICC) with strict compliance to the technical specifications and highest level of quality, and in accordance with the contractual delivery dates to meet the needs at the Construction site.
  • Anticipate all risks and issues identified on equipment/material package delivery, initiate appropriate preventive and corrective actions and stuard the resolution in close collaboration with EPC Contractor and Project team.
  • Report progress of engineering surveillance and close-out of engineering issues on weekly basis for presentation to management and ensure project deliverables and activities associated with all packages are achieved in accordance with the Project Milestones delivery dates.
  • Review and comment on EPC Contractor and Supplier documentation as required in a timely manner ensuring compliance with Company requirements, standards and specifications.
  • Responsible to develop and maintain the Project risk register and to stuart the implementation of the mitigation actions. Regular reporting and meetings to be organized in close collaboration with the LP and Risk Coordinator.
  • Responsible to close-out multi-disciplinary engineering related issues in close collaboration with the Engineering Manager.
  • Assist the Engineering Manager to close-out cross Project Technical and Commercial issues as requested to support each Project Milestones.
  • Participate in all Design reviews, Technical workshops, Constructability Reviews, HAZID/HAZOP, Risk assessments, Readiness reviews, Pre-Shut Down Reviews etc. as required.

Essential skills and knowledge 

  • Bachelor’s degree in Engineering preferably in Chemical or Mechanical Engineering or similar.
  • 15+ years of experience in the Oil&Gas Industry with at least five years demonstrated as Project Engineering Management on EPCI Projects involving leadership skills, management of contractor and vendor engineering team and challenging project delivery schedule.
  • Good Engineering Practice applicable to the Oil and Gas industry.
  • Familiar with International Codes and Standards.
  • Experience in managing risk assessments and design reviews.
  • Strong knowledge of engineering/design software systems and tools.
  • A high level of proficiency in written and spoken English.
  • Computer literacy involving the regular use of professional office applications and some technical applications.
  • Excellent Organization, Planning, Execution & Tracking Skills
  • Excellent communication / written skills and ability to work with different disciplines and people from a variety of cultural backgrounds.
  • High awareness of working practices associated with risk assessments, multi-discipline coordination and design reviews.
