Primary Purpose:

This position is seeking an experienced professional in Field Engineering to monitor contractor activities in civil, concrete, structural steel, industrial buildings, and other facilities. The role includes spearheading walk-downs, punch listing, and turnover to Facility/Assets groups. This is a field-based position, with all work performed at the project premises near Port Arthur, TX.

Duties and Responsibilities:

  • Monitor construction activities to ensure quality, project schedule adherence, and compliance with drawings, specifications, and applicable codes.
  • Act as the client's representative, understanding and monitoring the scope of work for heavy industrial facilities.
  • Provide expertise in site preparation, civil, structural, and architectural works, including HVAC, fire systems, electrical, telecoms, plumbing, sanitary systems, bridge cranes, and elevators.
  • Conduct regular inspections and prepare daily and weekly reports.
  • Lead contractor walk-downs, focusing on details and scope of work.
  • Carry out punch list walk-downs, tracking incomplete activities and monitoring completion.
  • Ensure all tasks meet the highest safety standards and promote a zero-accident philosophy.
  • Support construction teams in interpreting design documents, vendor documentation, and applicable codes.
  • Review inspection test plans and subcontractor submittals.
  • Provide technical input and witness critical activities.
  • Evaluate contractor plans and analyze issues such as accessibility, obstruction avoidance, and maintaining clearances.
  • Review safety-related documents, including Job Hazard Analysis (JHA) and Field Level Hazard Assessments (FLHA).
  • Monitor rigging and lifting practices, documenting and reporting observations.
  • Perform audits and prepare evaluation reports, including lessons learned for future implementation.
  • Coordinate with project engineers and contract managers on technical and contractual matters.
  • Track and submit daily, weekly, and monthly progress/status reports.
  • Maintain activity logs and detailed records.
  • Monitor and report receipt of permanent plant equipment.
  • Conduct walk-downs with construction representatives and contractor counterparts.
  • Document and report non-conformance issues.
  • Foster positive relationships with contractors.

Essential skills and knowledge 

Qualifications:

  • Education: Bachelor's degree in engineering (preferred) or equivalent field experience.
  • Experience: 15+ years in major construction projects, including oil and gas, refinery, or process industries. Experience with LNG, power plants, or large infrastructure projects is an advantage.

Knowledge, Skills, and Abilities:

  • Expertise in civil, structural, and architectural engineering, with familiarity in mechanical, electrical, and fire systems.
  • Thorough understanding of composite structures and building codes.
  • Knowledge of construction practices, planning, and scheduling.
  • Strong understanding of quality assurance/control and safety standards.
  • Familiarity with relevant industry trends, tools, and statutory requirements.
  • Effective communication and leadership skills.
  • Proficiency in MS Office and report preparation.
