Introduction

  • Identifies, develops and implements opportunities to improve the EPC-1 package Safety, Health, Environment and Security (SHES) performance.
  • Provides strategic advice and support to the NFXP Onshore SHES Division Manager EPC1 in the management of the departments day to day activities to manage and improve the packages’ SHES performance and outcomes.
  • Collaborates with the Departments investigation team to identify gaps and develop SHES improvements with the implementation of corrective actions and work practices.
  • Is the main focal point for liaison and interaction with the SHES Shared Resources department (including systems, auditing, security, welfare and environment) to provide data and information and implement Project planned SHES improvements into the EPC-1 pacakge.
  • Assit with SHES documentation review, systems support and analysis, welfare management. Represent the department at meetings and reviews.
  • Review, comment on and advise for approval or rejection of CONTRACTOR’S change processes and method statements (MS) and Job safety analysis (JSA) in relation to any proposed contract SHES concessions with construction activities. Attend risk assessments associated with any proposed methodology changes.
  • Provide shift relief to the SHES Division Manager EPC1 during the heat stress season and acts as their delegation of authority (DOA) when they are on leave etc.
  • Provide expert SHES advice and guidance to the SHES PMT team and CONTRACTOR Project Area Division Managers and disciplines during all phases of the Project, to achieve the company mission to protect its people, assets and environment.
  • Manage all aspects of the COMPANY’s Project SHES management system, its procedures and programs. Ensure the effective and efficient implementation of company associated procedures and programs, and manages the project’s continual improvement initiatives.
  • Monitors the EPC-1 CONTRACTORS compliance with contractual requirements in accordance with the requirements stipulated in the SHES Instructions Part 1 to 5 (Contract Exhibit 5).
  • Monitor and report on the departments SHES performance, reviews key performance indicators and develop improvement action plans where required

What are you going to do 

  • This role has key responsibilities to input into all aspects of the Onshore EPC-1 SHES management activities and scope of work (SOW) and supports the EPC-1 onshore SHES Division Manager in all their responsibilities.
  • Provide review, comment and approvals of the procedures and specifications prepared by the CONTRACTOR.
  • Ensures that suitable COMPANY oversight is provided for CONTRACTORS, SUBCONTRACTORS and Vendors to implement and sustain the Onshore SHES requirements.
  • Provides support to the PMT SHES personnel to identify solutions for SHES issues in support of line management, who have overall SHES responsibility for achieving SHES objectives.
  • Monitors the Contract SHES performance based on agreed performance indicators and provides strategic advice and guidance for improvement of areas of the SHES Management System. Timely report areas of concerns to the Project EPC-1 SHES Division Manager as required.
  • Demonstrates positive leadership through attendance at key Project activities as needed, such as; management walk-throughs, weekly mass tool box talks, daily onsite task instructions, award programs, welfare events, Incident and Injury Free (IIF) activities, tool-box meetings, steering committee meetings and incident review meetings.
  • Supports all risk management activities and workshops, including the development and implementation of suitable and effective risk control and mitigation measures for SHES risks, including but not limited to: Construction SHES risk assessments, Pre-commissioning, Commissioning and SIMOPS risk assessments, Security threat analyses, and other ad-hoc risk assessment activities.
  • Supports the coordination of SHES activities to ensure consistent SHES performance excellence. Establishes the SHES EPC-1 monitoring program for the Contract SOW to ensure continuous improvement of the SHES management system and its associated programs.
  • Coordinates with SHES Shared Resource (SR) department all aspects of the Onshore SHES Audit Program within the Department, including, but not limited to the planning and executing of audits, executes ad-hoc focus audits for specific SHES concerns, develops and tracks corrective action plans, identifies lessons learned, produces audit reports and keeps records of the audits throughout the project duration.

Essential skills and knowledge 

  • HSE related NVQ Level 6, NEBOSH National/International Diploma in Occupational Health and Safety, or higher (BSc, PgCert, PgDip, MSc).
  • OHSAS 18001/ISO 45001 Lead Auditor.
  • TapRoot® Advanced Root Cause Analysis Team Leader (or equivalent RCA tool)
  • 12 years relevant construction industry SHES experience, with strong focus on management systems implementation, health and safety assurancnce, auditing, and continual improvement.
  • International project experience with Tier-1 EPC Contractors or Client, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work).
  • Sound knowledge of the project execution process in large-scale project environments (expenditure >US$ 1 Bn).
  • Strong leadership skills.
  • Excellent verbal and written English skills.
  • Able to identify and analyse complex issues and provide recommendations.
  • Establishes and sustains credibility with peers, subordinates and supervisors.
  • Takes responsibility for own work products and can perform at high level without supervision.
  • Computer literate and confident user of Microsoft office applications, email and internet
