Introduction

  • Plan, manage, coordinate and monitor the Safety, Health, Environment and Security issues pertaining to the Subsea Pipeline Repair Projects to ensure project deliverables comply with approved project plans and HSE policies.
  • Provides expert advice and guidance to ensure a safe working place for project team and eliminate unacceptable exposure to safety risks throughout the EPCI phase, both onshore and offshore stages.
  • Ensure compliance with systems and processes including the Project Management System. Prepare Safety plans and work schedules to ensure effective project completion.
  • Implement and uphold the health, safety and environment requirements throughout project execution.
  • Review EPCI deliverables and Safety study reports to support the development of the Project HSE Plans and Procedures
  • Participate in design and HSE reviews (DRA, HAZOPs, HAZIDs, risk assessments) and verify related risk and reliability, Construction/installation issues are closed out.
  • Supports PMT on Roadshows with Operations (Offshore/Subsea) ensure the Safety scope, challenges and support from Operations are clearly captured.
  • Contribute to the development a ‘Proactive Safety Culture’ during pipeline construction and offshore installation activity in which safety leadership and values drive continuous improvement and creates an environment of trust, transparency and genuine care for people.
  • Provide oversight and guidance for HSE / regulatory compliance / performance during the Damaged Sleeper repair including the DSV operations.
  • Champion on-site safety awareness and safe performance with Contractor and among the Project Team; Support HSE Tool Box Meetings with Contractor’s team.
  • Monitor Contractor’s activities for compliance with Contractor approved Project HSE procedures, during construction, installation and pre-commissioning phases offshore, liaise with Company team, Contractor, sub-contractor, vendors suppliers as needed; develop strong working relationships with Contractor and Sub-contractor HSE personnel.
  • Liaise daily with Contractor HSE Officers to ensure the effective implementation of all Project HSE requirements, monitor daily the Contractor’s activities and performance and report to the Head of Projects on the Safety performance and the data related to the Contractor compliance with delivery of specific HSE related trainings as per the Competency Matrix and ensures accurate records are maintained; monitor Contractor /Subcontractor HSE staffing and experience levels and effectiveness. Report to Head of Projects, in case of deficiency.

What are you going to do 

  • Enhance at Project offshore locations, the risk awareness and support / monitor the Project Behaviour programs by ensuring at least 90% availability on site; provide leadership and support to Contractor and Sub-contractors HSE networks with particular emphasis on less empowered and experienced HSE Officers.
  • Review with Project Package team and Contractor, at Contractor sites, the On Job Training sessions for the benefit of the workforce; Implement IIF Cards (or equivalent) and support Contractor for deployment at offshore work sites,
  • Ensure with Contractor HSE team the correct implementation of the Life Saving Rules Program (or equivalent) at Contractor work site and intervene, record and report to Head of Projects, when violations are observed; analyses all unsafe behaviour and condition data and propose trends improvement actions,
  • Perform daily inspections using “safety tools” (e.g. JSA’s Method statements, PTW, compliance check lists, Comply/ Intervene/Care check lists);Check regularly the Actions Tracking Register and advise the Construction Lead & Head of Projects on actions closure progress,
  • Daily PTW review to ensure all PTW’s and supporting documentation requirements are fully and properly implemented; participate in incident investigation and provide information to the Construction lead and lead any incident data analysis and trends identification.
  • Any activity not immediately endangering the personnel but not in line with Contractor Project Procedures, not respecting the Country HSE Regulations and not in line with International Standards, shall be immediately communicated to Contractor HSE officer or Construction supervisor for immediate corrective action.
  • Identify application opportunities of best practices for construction & Safety technologies and techniques and assess contractors adequacy of their construction/Safety plan and techniques/strategies. Give feedback to Project head on safety resource requirements and safety skills required for execution of Subsea pipeline repair project.
  • Determine Safety Shutdown requirements for Project scope.
  • Support the discussions with respective Operations (Offshore/Subsea) Representatives on day today Safety of Construction activities and planning
  • Assist and support the HSE - Offshore to Implement the Project Safety Plan and ensure the effective implementation of the Contractors’ Project Safety Management System and Procedures during brownfield construction including:
  • HSE Risk Management Program to ensure that project-specific risks are identified, assessed, mitigated via reduced consequence and likelihood, and communicated, enabling project to be executed safely and efficiently and meeting project objectives. Ensure that risks mitigations include documented method statements and Job-Safety Analyses. Aware of the Risk related to Subsea pipelines, Basic Marine traffic management aspects, Inspection of the various marine vessels like Diving support Vessels, Jack up Barges & Marine Support Vessels and Offshore emergency protocols and communication.
  • HSE Audit and Verification Programs to ensure that risk controls and barriers are properly implemented. This includes regular and proactive safety inspections covering all work activity and locations. Monitor Contractor’s activities for compliance with Contractor approved Project HSE procedures,during installation and hook-up phases offshore, liaise with Company team, Contractor, sub-contractor, vendors suppliers as needed; develop strong working relationships with Contractor and Sub-contractor SHE personnel.
  • HSE Training Program to ensure competency of workforce and increase awareness and understanding of safe working practices. This includes initial onboarding and induction training for all project team with periodic follow-up; supervisory development training; task-specific training.
  • Emergency Response Plan/Bridging Documents to ensure that all likely emergency response scenarios are identified, assessed and contingency measures put in place. Coordinates with Contractor Emergency Response Team to ensuring the effective implementation of the Contractors’ Emergency Response Plans
  • Occupational Health Program to ensure the health and wellbeing of project team
  • Incident Investigation to ensure that HSE incidents, and near misses are identified, recorded, investigated and resolved to ensure safe working practices are maintained and improved.
  • HSE Reporting Program using Leading & Lagging Key Performance Indicators to monitor HSE performance against objectives; and to communicate and report on HSE performance, HSE issues and risks, and developing trends to Head Projects and in alignment with Offshore Asset
  • The most effective method for controlling various safety hazards, within work environments Offshore/Subsea and implementation of control measures (engineering, work practices and/or personal protective equipment), to reduce Safety exposure risk.
  • Identification of job-groups requiring periodic Safety surveillance, based on the potential for exposure to Safety risks.
  • Maintain interfaces, including with:
    • Pipelines & Offshore Installation Teams to ensure that HSE issues are resolved promptly and effectively
    • Project Management Team to provide feedback on HSE issues; to expedite closure of lessons learned; to provide feedback on HSE performance generally
    • To conduct other HSE related tasks as directed by Head of HSE/Projects & Offshore Asset whenever required

Essential skills and knowledge 

  • Bachelor Degree in Safety, Marine Engineering/Science/LPE or related subject with Industrial safety certification from a Professional body (NEBOSH) either Nebosh National/ International Diploma in Occupational Health and Safety, or higher (BSc., PgCert, pgDip, MSc.)
  • 10 years varied experience in safety operations within the oil and gas industry including Offshore/Subsea Pipe line Installation /Diving Operations working knowledge.
  • Minimum of 05 years experience in a supervisory capacity of health & safety management & Specific experience in managing EPCI type contract & and have good understanding of O&G safe work practices.
  • Knowledge and proficiency in HSE Regulations and Best practices (OSHA, ISO 14001, OHSAS 18001, SOLAS IMCA requirements i.e Diving & Lifting )
  • Taproot© Root Cause Analysis or internationally recognized equivalent
  • OPITO BOSIET or T-HUET and Offshore Sea Survival
  • Knowledge of Offshore Requirements for Lifting Operations
  • H2S awareness & mitigation plan implementation on Live Facilities
  • Knowledge of International Oil & Gas Producers Reports (IOGP)
  • Behavioural Based /IIF Safety program
  • Proficient in written and spoken English.
  • Proficiency in Microsoft Word, Excel and Outlook e-mail systems.
  • Computer literacy, including the use of spreadsheets, databases.
  • Ability to communicate effectively with internal/external clients.
  • Good adaptability to multinational environment, with wide exposure to various cultures and customs.
