Introduction

The Senior Construction & Hook-up Engineer will hold a commensurate amount of responsibility to coordinate the readiness of the DBN PWM PROJECT regarding construction and hook-up offshore campaigns.

To drive an Incident Free environment, maintaining a strong safety culture; compliance with COMPANY HSE rules.

To be a key Leader for EPCIC Contractors multi-discipline coordination to ensure onshore and offshore construction & hook-up activities.

To Assist the Project Lead to analyze and appraise the bidders’ technical offers within the frame of the EPCIC Call For Tender process.

To support the preparation of fabrication phase on EPCIC CONTRACTOR yard/workshop.

To support Greenfield/Brownfield activities definition and associated sequence for pre-shutdown (SIMOPS), shutdown and post-SD offshore activities with the objective to minimize their duration.

To ensure SIMOPS mitigations implementation in line with SIMOPS Engineer.

To ensure EPCIC CONTRACTOR settle a suitable organization on his yard and deliver fabricated items with zero carry over works to the offshore construction team.

To recruit onshore and offshore COMPANY construction teams.

To coordinate the identified interfaces, with support of Interface Engineer, in line with the fabrication and offshore installation stages.

To define all tie-ins and shutdown activities to minimize production loses.

To deliver integrated offshore items with Mechanical completion and Pre-commissioning fully completed to the Commissioning team.

To support the Commissioning Leader to ensure that all PLANT parts are commissioned as per offshore team SoW and to assist the start-up of the PLANT and the associated performance tests.

What are you going to do 

•HSE & compliance:o To ensure compliance with HSE (occupational and process) legislation, COMPANY standards and procedures as they apply to project management and project engineering, to ensure employee safety and legislative compliance.
o To promote & comply with applicable safety instructions and other HSE procedures in all integration activities,o To ensure compliance with COMPANY Management System and applicable International Standards.
o To carry out work in compliance with values and policies, relevant laws and regulations, agreed priorities and objectives, standards and procedures and good industry practices,o To coordinate with SIMOPS team and to ensure associated mitigations implementation.
o To insure the good level of competency for COMPANY Supervision Team onshore (Fabrication yard) and offshore.o To treat all information obtained during course of the work with confidentiality.
•Scope and development:o To support the organization and to participate to EPCIC Contractor offshore surveys for proper preparation and definition of offshore activities.
o To ensure EPCIC CONTRACTOR and associated SUBCONTRACTORS preparation of required procedures – method statement – schedule – resources plan in timely and quality manner to prepare and coordinate the onshore fabrication and offshore construction & hook-up activities.o To attend to all the DBN PWM project meetings to provide construction, T&I and hook-up inputs and support to Brownfield team.
o To check the constructability aspects, as well as the compliance to all the technical requirements to ensure the projects are sufficiently prepared and matured to go for site execution.o To provide technical inputs for early works (by other stakeholders but also by all Contractors) and shutdown definition / preparation to obtain a consistent dossier (documents, materials, procured and fabricated items, installation sequence, pre-com/com dossiers ...).
o To confirm the POB requirements as defined by EPCIC CONTRACTOR and in line with Logistics and offshore operational and SIMOPS constraints.o To technically interface for all SIMOPS aspects of the DBN PWM project.
o To technically interface for all Marine aspects and specific transportation and load out aspects.o To mobilize the COMPANY Supervision Team as required for the onshore fabrication and offshore construction /T&I/Hook-up and pre-commissioning activities offshore.
o To organize / coordinate the personnel transportation and bedding (on platform, accommodation vessel, ...) as required for the offshore construction / hook-up and pre-commissioning activities offshore in liaison with Planning and IOP Teams.o To follow and coordinate EPCIC Contractor material delivery offshore – and backload.
o As part of the CFT process, participate to Contract documents preparation for Construction and Integration scope of work.o To organize and to supervise yard visits and offshore site surveys of EPCIC CONTRACTOR and associated SUBCONTRACTORS,
o To contribute to the Project Execution strategy and Project Execution Plan related to the onshore fabrication and offshore construction, T&I & hook-up activities.o To ensure consistency and correct interfacing with other disciplines during the various phases of EPCIC detailed design, procurement, fabrication, installation and animate dedicated transverse coordination as required to ensure all requirements for Integration activities are complied with (especially with E&C other activities and FOPS).
o To develop and to contribute to redaction of Particular Project Specification for the performance of the DBN PWM Project.o To develop construction & hook-up KPI’s for DBN PWM project.
o To participate to Project reporting (progress and risks),o To track EPCIC Contractor Engineering and procurement deliveries, in close relation with the Brownfield team.
o To interface with FOPS teams in advance to the mobilization of E&C Construction Team, to anticipate the needs to fill FOPS’ expectations as required (i.e.: JSA’s, PTW, material management...).o To setup and manage weekly and monthly meetings with EPCIC CONTRACTOR and call specific ad hoc meetings as required,
o To coordinate with FOPS teams all along the progression of the works offshore.o To follow-up and report the progress of the works onshore and offshore, with analysis of the performances, on daily basis.
o To ensure the Management of Change in scope, organization, schedule, ... if required and assessment of resulting cost and schedule impact, related to Construction, T&I and hook-up activities.•Interface Management:
o To interface with E&C and Field Operations team members in developing SIMOPS and shutdown scopes and associated schedule for SITES activities - installation, T&I, hook-up, commissioning and integration works.o To support the Interface Engineer for topics related to fabrication and installation in ensuring that all interfaces are adequately defined, monitored and managed,
o To follow-up the corresponding interface sheets,o To manage his own interfaces with other contractors.
o To track progress and status of each and individual Interface points he’s responsible for,•Schedule Development:
o To ensure inputs to IOP / FOPS team related to SIMOPS – early preparation works – brownfield preparation and shutdown works.o To organize the offshore works in accordance with prioritization agreed with the Brownfield team, based on emergency, safety, production and future development critical needs,
o During execution promote alternative solutions to reduce and optimize the duration for offshore installation.o To assist defining WORK TIME SCHEDULE with objective to reduce the costs and optimize the duration and to ensure compliance with these up to Project Close-out.
•Risk Management:o To perform risk analysis as required for the good performance of the works,
o To ensure that relevant feedback/REX from previous similar projects are considered,o To participate to HAZID’s, HAZOP, Project Technical Reviews, Risk Assessments and JSA’s when required.
o To participate and give construction & hook-up inputs on Project SIMOPS Dossier when required.•Assurance and Governance:
o To co-ordinate with Project QA/QC Engineer for all quality matters, including the management of quality audits as well as needed for a continuous control of Contractors/Subcontractors, the quality control during the fabrication activities, etc.o To provide the red mark-ups from Contractors/Subcontractors inputs from Offshore Construction Team, to the Construction Leader, for as-built dossiers.
o To follow Pre-commissioning dossier preparation and readiness.•Procurement Management:
o To follow EPCIC contracts/PO’s related to offshore construction activities (if applicable).•Resource Management:
o To ensure that the resources and organization from EPCIC Contractor are adequate with regards to the workload.o To review Contractor’s progress reports related to onshore mobilization (materials, equipment/tools, personnel, etc.) as well as offshore, highlighting critical problems, drifts and dysfunctions if any.
•Other:o To carry out any other duties or tasks that may be assigned by Project Lead.

Essential skills and knowledge 

Qualification: Bachelor’s degree or equivalent in engineering,

Technical background with a minimum of 15 year experience in construction of O&G installations with relevant experience in FEED and contract execution.

Experience in offshore construction, T&I and hook-up activities under SIMOPS and Brownfield conditions.

Experience of similar project during construction phase at yard will be a plus.Experience within a project team: At least 5 years’ experience within large multinational taskforce team environment,

Track records of T&I projects,

Track records of offshore brownfield projects,

Experience in offshore facilities at conceptual and pre-FEED stage is a plus.

Available for technical missions worldwide,

Familiar with General Specifications, Prodom/MANASA, MOQ standards and relevant codes and standards,

Language: Fluent English,

Computer literate,

Good leadership skills and good communication skills,

Ability to work on projects in a complex and multicultural environment,

Good analytical skills,

H2S OPITO and T-BOSIET trainings.
