Introduction

  • This position provides Security & Emergency Response related direction, guidance and leadership to the Project Management Team (PMT) and all related project Contractors for fieldwork across all scopes.
  • This position ensures that the EHS&S requirements related to security and emergency response are planned, implemented, verified and that, where necessary, improvement opportunities are discussed and executed.
  • Further, this role performs oversight of all Contractors and Subcontractors and effectively provides oversight on Security & Emergency Response personnel to ensure compliance with all Project & RLIC security and emergency response requirements as well as requirements stipulated in the Contract.

What are you going to do 

  • Supports the project in all EHS&S related disciplines and scope of work with particular focus on Security & Emergency Response related matters
  • Supports the EHS&S Manager as the key focal point for site activities related to Security & Emergency Response
  • Provides oversight in field for newly onboarded SUBCONTRACTOR(s) and Vendors across all scopes, to verify understanding and compliance to project Security & Emergency Response requirements
  • Monitors the performance of Security & Emergency Response personnel
  • Supports traffic management, control and oversight in support of PMT
  • Champion on-site awareness for Security & Emergency Response requirements amongst Contractors, Subcontractors, and PMT
  • Daily monitoring of access control and Security & Emergency Response personnel Toolbox Talks (TBT) and Task Instructions (TI), and providing coaching and leadership to Contractor and its Subcontractors as required
  • Supports the Contractor development of Security and Emergency response drills and exercise schedules that rigorously tests the project readiness.
  • Where appropriate, such drills and exercises will include RLIC and other external agency participation and observation.
  • Ensures that the appropriate pre-planned security and emergency response actions are taken during crises, incidents and emergencies to secure the optimum result with the absolute minimum impact on project activities.
  • Verification of Security & Emergency response project resource allocation, competencies and performance
  • Supports the review and approval of relevant Security & Emergency response personnel for all Contractor and Subcontractor organizations & provide mentoring and promote development of such personnel
  • Liaise with internal/external groups as and when required in coordination with EHS&S Manager, Contractors, Subcontractors, RLIC, etc.
  • Manage Security & Emergency Response related interface with MOI-GDIS and/or RLIC on behalf of Contractor, when required
  • Demonstrate strong leadership and visible presence for in field activities to build the security culture and emergency response readiness through continual improvement on the project, through all phases of the work including SIMOPS
  • Participates in Security & Emergency response related meetings across the package, as needed, and participates in meetings involving Contractor Security & Emergency Response problems/incidents
  • Participate in site reviews, walkthroughs, audits as well as Camps’ related Security & Emergency Response matters
  • Ensures Security and Emergency response procedures across package is kept current, updated and aligned with and state agency standards and requirements.
  • Communicate such procedures and ensure that the appropriate training as required by these procedures are performed

Essential skills and knowledge 

  • Security and/or Emergency Response related diploma; or 15 years’ experience in lieu of degree
  • Minimum of ten (10) years industry relevant security and emergency response experience
  • International project experience with Tier-1 Contractors or Client, involved in the construction of onshore production facilities (i.e. greenfield and brownfield work)
  • Sound knowledge of the project execution process in large-scale project environments (expenditure >US$ 1 Bn)
  • Shall be flexible and team-orientated
  • Strong leadership skills
  • Good verbal and written English skills; confident and clear presentation development and delivery
  • Able to cope with high workload and work under extreme pressure, keeping self and the team calm and focused
  • Be inventive to bring new ideas, methods and procedures to meet Project objectives
  • Strong teamwork, facilitation, with the ability to communicate and interact at all levels of the organization
  • Ability to work with diverse cultures to obtain a world-class SHES performance
  • Creates high quality and accurate output in a timely manner
  • Team player who can effectively collaborate within the Project Team, Contractor, Subcontractors and with external parties, as relevant
  • Able to identify and analyze complex issues and provide recommendations
  • Establishes and sustains credibility with peers, subordinates and supervisors
  • Takes responsibility for own work products and can perform at high level without supervision
  • Computer literate, familiar working with Microsoft office applications.
  • FEMA Professional Development training suite or equivalent
  • TapRoot® advanced root cause analysis training, Why-Tree root cause analysis training, or equivalent
