Introduction

  • Monitor and maintain the Worker’s Welfare Management System for the Project.
  • Lead the EPCC Welfare Team ensuring the project Worker’s Welfare Policy and Standards, and the Welfare Management Program is fit for purpose, executed, and measured for effectiveness.
  • Monitor and provide guidance and leadership in the operation of the Onshore Project Welfare Operation Centre.
  • Provide visible frontline leadership and ensure continual improvement and performance for Worker’s Welfare on the Onshore Project whilst meeting Onshore’ s SHES excellence.
  • The role is a key position having significant impact on welfare management systems for the Onshore Project and the welfare of workers engaged on the Onshore Project who are residing internally in Onshore Camp accommodation or external accommodation.
  • The position requires collaboration with multiple stakeholders with aim of mitigating risk factors that can lead to poor workers’ welfare, including suboptimal living conditions, disproportionate health outcomes, worker exploitation and discrimination of workers.
  • The position oversees the planning, development and implementation of Worker Welfare objectives, monitoring and measuring the effectiveness of the Worker’s Welfare Programs and initiatives applied on the Onshore Project.
  • Monitors and analyses the Worker’s Welfare Programs and applies solutions to related issues and performance deficiencies using initiative, negotiation, influencing, project procedures, national and international laws, best practices and personal training, knowledge, and experience.

What are you going to do 

  • Monitor, maintain and review Worker Welfare program, standards, protocols and systems, including workers accommodation and on-Site compliance with relevant laws and regulations of the State of Qatar and Onshore CONTRACT as well as relevant CONTRACTOR SHES Plans and Procedures, such as Camp Management Plan and Health and Welfare Procedures.
  • Review regularly CONTRACTORs for compliance with the relevant requirements.
  • Ensure suitable COMPANY oversight is provided for CONTRACTOR’s, Welfare Teams, Camp Operators and Subcontractors to sustain the Onshore requirements in terms of Worker Welfare management and achieve high performance standards.
  • Participate and provide guidance in Worker Welfare Committee Meetings, Food Committee Meetings, Contractor and Subcontractor Worker Welfare Committee Meetings and demonstrate visible leadership through attendance at key Project activities such as management camp walk-throughs, award programs, worker welfare events.
  • Lead the PMT/Subcontractor joint SHES Audit Teams in the planning and execution of Welfare audits and participate in these audits where necessary and provide subject matter expert input.
  • Have a system in place to assess the fair treatment of workers on the Onshore Projects meeting the requirements with the Labor Law of the State of Qatar and International Human Rights, with a strong focus on the retention of identity documents, abuse, intimidations, harassment, restriction of movement, discrimination, workplace violence and bullying.
  • Maintain and frequently review Worker Welfare performance data and generate performance reports, charts and graphs, and provide regular performance reports to the Major Projects, PMT and Leadership Teams and recommend improvement action plans with a risk-based approach.
  • Closely monitor the Camp accommodation, food standards and worker’s welfare programs in all Camps, subcontractor accommodations through the labor supply chain and report deficiencies immediately to the Leadership Teams for intervention, in collaboration with PMT Camp Divisional Manager.
  • Ensures that Worker Welfare related programs and protocols are sustained throughout the Project duration.
  • These programs and protocols will include as a minimum Safety, Social capital and engagement, Industrial Hygiene, Camp operation and management standards, Mental Health, Human Rights, Grievance Management, and Grievance Resolution.
  • Monitor and maintain the oversight of the operation of the Welfare Operation Centre.

Essential skills and knowledge 

  • Bachelor of Clinical Psychology or Bachelor of Social Science or Bachelor of Health Science or Bachelor of Engineering
  • Minimum of 10 years’ experience in a major project construction environment
  • Minimum of 4 years exposure on major projects where migrant labor population is in excess of 10 thousand.
  • Experienced in worker’s welfare discipline, or social welfare, and Camp Operations.
  • Excellent written and verbal English skills.
  • Strong planning, organizational and prioritizing skills.
  • Strong negotiating and influencing skills.
  • Good communication and interpersonal skills.
  • Good computer literacy skills (Word, Excel and PowerPoint).
