Job Title: Regulatory Advisor/Environmental Project Manager

Contract Type: W2 (Contract Role)

Location: Hobbs, New Mexico (Office role, not field-based)

Schedule: 9/80 Work Schedule (9 hours/day for 9 days, with the 10th day off)

Job Overview:

We are seeking a skilled Environmental Analyst III to join our Remediation & Reclamation team, specializing in post-plugging site reclamation for an Upstream Oil & Gas client. This role involves managing both contractor oversight and ensuring strict regulatory compliance in New Mexico.

Key Responsibilities:

  • Assist with reclamation of sites post-plugging in compliance with NMOCD, SLO, and BLM regulations for Asset Retirement Obligations (ARO).
  • Draft, review, and execute Reclamation Plans, ensuring all actions are implemented effectively.
  • Coordinate with field crews to complete reclamation activities, including excavation, reseeding, and waste disposal.
  • Ensure all contractor activities meet safety, documentation, and financial goals while maintaining full compliance with environmental regulations.
  • Manage multiple concurrent projects and adjust to shifting priorities as needed.
  • Communicate effectively with internal teams, contractors, regulatory bodies, and landowners to ensure project success.
  • Interpret and apply rules from regulatory bodies like RRC, TCEQ, NMOCD, and EPA to ensure site reclamation adheres to legal requirements.

Essential skills and knowledge 

Qualifications:

  • Experience: Familiarity with New Mexico oil & gas reclamation standards and experience managing contractors in a similar role.
  • At least 5 years of environmental experience as well as project management experience
  • Regulatory Knowledge: Strong understanding of regulatory requirements from NMOCD, BLM, and SLO.

  • Technical Skills: Experience with reclamation practices, excavation, and facility design.

  • Communication Skills: Ability to interact effectively with various stakeholders, both internally and externally.

  • Compliance Skills: Strong problem-solving and technical translation skills to ensure adherence to local and federal regulations.
