Introduction

  • Lead of Quality Engineer is responsible to deliver the implementation of the quality programs and activities across Project Disciplines (Materials, Welding, NDT, Inspection & Testing, Piping, Pipeline, Mech, Civil, Structure, Electrical & Instrument, Telecom and Painting) for mega projects (Greenfield & Brownfield) in the LNG, CO2, Sour Gas Plant/Facility.
  • Plan, coordinate, monitor and manage surveillance and inspection and test activities to ensure the execution of the work in accordance with project requirements.
  • Responsible for leading and managing a team of quality engineers, inspectors and agents responsible for all aspects of quality for CO2 Sequestration Project.
  • The operating environment (Brownfield & Greenfield) is dynamic and challenging, requiring a high degree of personal commitment and organization.
  • Flexible time management is important when working in a site Construction environment.
  • Verify, witness, review, approval, ITP, QA/QC Procedures, methods, and controls for Site, Shop Inspection Services
  • Promote Quality culture & QA/QC, Document, RFIs, Lab tests, Preservation procedures Valve, Fittings and Flange management, Test Packs, Punch-list, Hydrotest, Pneumatic testing, IRN, PMC, handover, Commissioning, Operations

About this role

  • Leads the Quality program for Company surveillance of Contractor and its Vendors/Subcontractors during execution of the multidiscipline work.
  • Verify project quality requirements and inspection & test plan, procedures and reports for multidiscipline.
  • Monitoring, tracking, solving project deficiencies, gaps and reporting of quality KPIs, Metrics to the management team.
  • Implement and monitors key processes such as Deficiency Reporting, Specification Deviation Request, Non-conformance Request, Corrective Action Reports etc.
  • Ensure application of project specifications, design, international codes, standards, and procedures, best practices for Quality control, quality requirements on site, shop, vendor, FAT.
  • Provide technical input the review of Nonconformance, Root Cause Analysis and monitor rework/ close as required.
  • Participate in factory/site acceptance test for Vendor packages.
  • Works in a dynamic team environment that has high expectations for flawless project execution in safety, quality, and schedule performance which requires the incumbent to demonstrate accuracy, initiative, and the ability to multi-task as essential skills.
  • Attends Pre-Inspection meetings (PIM) & kick off meetings (KOM) as required to provide quality support and advice on quality deliverables.
  • Responsible for the integrity and fit for service of all goods and services to ensure cost effective, reliability and safe operations.
  • Participate to Project Audits and monitor effective follow up and closure of Audit findings.

Requirements

  • At least 10 years’ experience with Quality Management Programs and Quality Control, Inspection activities for multi disciplines execution of mega projects in the Oil and Gas Construction Industry.
  • Associates Engineering or University Degree (preferably Mechanical/Welding/Metallurgy)
  • Certified ISO 9001 Lead Auditor
  • Project experience associated with Multi discipline Quality Control activities within the Oil and Gas Construction Industry.
  • Experience with multi-national contractors, particularly those involved in the construction installations of facilities/Plants.
  • Assertive Quality management leadership skills. Must be capable of coordinating, communicating to (Multi discipline) on quality requirements and quality status, results throughout Company and contractor management levels.
  • Understanding of applicable industrial standards (i.e. ASME, ASTM, API, NACE etc.) including applicable electrical/instrument /telecom.
  • Participate on inspection activities & review, evaluating relative item, product MDR records e.g. Bill of Materials, Engineering Drawings, MTR’s (Material Test Report).
  • Works across functions to identify continuous improvement.
  • Undertakes investigations of quality related failures.
  • Mentor and develop quality culture, resources.
  • A high level of proficiency in written and spoken, English, communication skills.
  • Computer literacy involving the regular use of professional Microsoft office, PPT-Presentation, Graphs, Charts, Curves, PDF, World applications and some software technical applications.
  • Strong leadership, organizational, planning and coordination skills.
  • Analytical, problem-solving, prioritization and management skills
