Introduction

  • Head of Completion is responsible for managing system completion work process and system completion database of CO2 Sequestration Project to ensure objectives are completed in accordance with safety and quality standards applicable and met within the approved scope and schedule.
  • Responsible for overseeing pre-Commissioning & Commissioning activities to ensure Contractor delivery of all aspects of planning and execution of systems completions including pre-commissioning and commissioning activities.
  • Ensures planning such as systemization, commissioning/pre-commissioning planning, database set-up and coordination with other stakeholder disciplines to develop.
  • Provides clear guidance to the contractor and facilitates resolution of pre-Comm / Comm issues to meet project objectives and milestones
  • Manage all commissioning system completion activities and system completion database to ensure the technical objectives are safely met within the approved scope, quality and schedule.
  • Accountable for system completion workflow process and system completion database for CO2 Sequestration Project.
  • Interfaces with various project teams and departments on resolving related issues that require effective communication, initiative, flexibility and an ability to induce collaboration.
  • This position is responsible to ensure all planning and execution activities associated with the pre-comm/comm by the contractor, including third parties such as vendors, consultants, sub-contractors etc are executed to CO2 Sequestration Project’s specifications and LNG requirements.
  • Major challenges for this role include (1) effectively managing contract and pre-comm/comm team to produce timely deliverables up to start-up. (2) maintaining constructive working relationship with contractor to ensure delivery and execution of pre-comm/comm work scope in accordance with project requirements and (2) maintaining relationships with stakeholders (e.g. Operations, quality, engineering, construction) to ensure alignment of systems completions execution.
  • Delivering a very large scope of work to achieve project expectations, in particular design and construction of very large facilities.

About this role

  • Focal point for system completion workflow process and system completion database starting from detail engineering to final acceptance, for promoting and implementing of system completion workflow process and system completion database at site, implement system completion observations reporting and monitoring.
  • Lead execution of system completion workflow process and system completion database at site (onshore/ offshore) and keep the team committed to targets defined by the project management.
  • Assist the CO2 Sequestration Project Construction Division Manager in executing Project responsibilities for onshore system completion, offshore system completion and preservation scope of work.
  • Anticipate, prepare and manage all system completion workflow process and system completion database of the Project including system completion and all commissioning procedure, to ensure the technical objectives are met within the approved scope, budget and schedule.
  • Ensure coordination and communication for system completion workflow process with other discipline such as Construction, Project Management, OES, Asset and provide technical support to contractor for quality, safety and planning of the system completion workflow process and execution.
  • Review, approve and implement Commissioning system completion and system Completion Database prepared by Contractor.
  • Ensure Contractor Commissioning submitted all documents as per schedule and timely reviewed and approved in accordance with the contract requirements.
  • Review and propose mitigation for Commissioning aspects of the Risk Management Plan and Monitor the mitigation when defined.
  • Review all Commissioning changes, including justification for cost and schedule impacts, in accordance with the PMOC procedure.
  • Attend to meetings as required, mentor the trainees to develop their project skills and experience while being on site; Maintain a register of lessons learned.

Requirements

  • Bachelor of Science Degree in Engineering or equivalent
  • 10 years of experience handling system completion in major capital projects including work in a brownfield environment
  • Experience of handling system completion workflow process and system completion database of major project during preparation stage and execution stage at many locations such as fabrication yard, onshore and offshore including handover from project team to operations and interface within internal organization.
  • Experience to develop multi discipline system completion of contractors and sub-contractors in the oil and gas project including manage ITRs, punch lists, system completion certification process and familiar with preparation of work pack for offshore campaign related with system completion.
  • Hands on experience with system completion database ICAPS and OPERCOM Methodology.
  • Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT
  • Application and in depth knowledge of stakeholder specifications and a working knowledge of Industry standards
