Introduction

  • The Head of Information Management Systems (HIMS) ensures effective implementation of IM Data and System practices for Onshore Project. HIMS provides the stewardship for Engineering Data and Information Systems, CAD drafting requirements, related procedures, and data collaboration/design tools.
  • Facilitates and is responsible for the data and systems functioning according to project specifications, developing effective data management approach to meet quality standards and delivery time frame.
  • Collaborates with stakeholders (internal and external) and provides technical data leadership to meet project desired objectives related to the matter of engineering data and systems technology.
  • Identifying potential risks and performs periodic data assessment and reporting to ensure the data integrity and consistency of work done by Contractor is fulfilled.
  • Has overall responsibility for IM reporting methodology and tools.
  • Responsible for development, maintenance and control of data storage and transfer architecture including technical aspects of corporate portal, SharePoint, office 365 and any similar applications.
  • Primary point of contact with LNG Engineering and Projects: CAD Drafting Services team.
  • Primary point of contact with LNG Engineering and Projects: Engineering Systems and Governance team.
  • Primary point of contact with LNG IT Department including Information Security and development of project-specific applications and tools.
  • The operating environment is dynamic and challenging, requiring a high degree of personal commitment and organization.
  • Flexible time management is important when working in a small engineering team environment in different world time zones.
  • Collaboration with multiple stakeholders to drive system implementation and results.

About this role

  • As Head of Information Management Systems, HIMS shall coordinate and collaborate with internal customers and stakeholders, external consultants, contractor, vendors / sub-contractors for data management topics and practices to ensure quality project delivery.
  • Manages or performs in-depth analysis of data problems related to engineering and operations data management; collaborate for appropriate approach in consultation all other project groups (engineering, governance, procurement, construction, commissioning, and operations) to address and devise solutions and ensures that plans are developed to meet the project data and systems requirements.
  • HIMS is to monitor the effective implementation of data/document gateway, ensuring all data collection is validated and published for monthly report performance.
  • Develops, manages, and maintains high quality data standards for the project by ensuring that descriptive metadata and references are created, validated, and recorded, in order to facilitate the end stakeholders’ requirements.
  • Works together with Information Management Division Manager, to engage with Contractor and Vendors via periodic meetings to record data issues and progress, report inconsistencies and resolve reported issues in coordination with PMT and inputs from stakeholders.
  • Coordinates and supervises the data preparation, synthetization and delivery in structured manner and contribute to the project reporting.
  • HIMS has overall responsibility for data audits, outcome, and effective delivery of IM data during each stage of project life cycle. Provides strategic guidance for data and IM system handover; ensuring harmonized handover approach is followed among all involved entities.
  • Establishes efficiency and efficacy data standards, providing recommendations for improvement in data and system delivery for project.
  • Ensure that effective and efficient interfaces are established between the various project systems, through close interfaces with systems vendor.
  • Provides training to project users for the use of Project Systems, particularly in the equipment data access from other integrated systems.
  • Coordinates and ensures an effective IM data and system implementation is in place for the project, including refining engineering data collection tools, establishing robust data validation processes and managing effective information sharing and dissemination to all relevant stakeholders.
  • Ensures smooth contractor and vendor data submission through close interfaces and audits.
  • Coordinates with LNG CAD Drafting Services team to ensure alignment with data handover requirements.
  • Coordinates with LNG Engineering Systems and Governance team to ensure alignment with tag management requirements.
  • Coordinates with IT department to ensure appropriate ongoing support to PMT.
  • Provides leadership for implementing ISATE (Information Security Awareness Training and Education) awareness to Site Team.

Requirements

  • BA or BSc, professional qualification however any qualification, technical or knowledge requirements may be waived through relevant work experience.
  • Preferred: Bachelor’s degree or Diploma in engineering or Computer Science.
  • 15 years’ experience associated with Engineering Data and Information Systems and reporting, preferably within the Oil & Gas Construction Industry.
  • Knowledge of Engineering Design Systems preferably SPF, Bentley and Aveva.
  • Experience in responsible roles on major oil & gas engineering & construction projects.
  • Knowledge of Electronic Document Management Systems preferably Documentum and Engineering Datawarehouse preferably AVEVA
  • Experience with conducting audits & assessing process-driven quality systems.
  • Experience in completing and delivering high standard data project and managing, implementing data systems.
  • A thorough knowledge of Engineering Data and CAD drafting processes, systems, codes and standards relating to final data handovers working within a structured Quality Management System.
  • Strong IT and coordination skills.
  • Excellent written and spoken English.
  • Good supervisory skills.
  • Strong qualitative and quantitative analytical skills.
  • Good communication skills.
  • Strong skills using MS Office.
  • Strong skills in using Power BI, MS Project, Primavera or similar.
