Introduction

  • This position plays a key role to lead field construction activities of the Subsea Pipeline Repair Project and managing construction activities. oversee construction to ensure the pipeline design, fabrication, repair assessment and repair execution in the highest compliance to management systems and procedures.
  • Ensure construction activities are undertaken in accordance with project needs in general and compatible with project safety, quality, schedule, and cost objectives.
  • Provide executional and constructional expertise in offshore subsea pipelines align with Standards, Specifications, and procedures to meet project objective.
  • Manage the field construction activities including review of construction related engineering deliverables.
  • Fabrication, load out installation, SIMOPS, ensuring compliance to the policies, procedures, processes and PMS gating requirements and adherence to all project field construction milestones.
  • Presence in the field to support pipeline related activities, both Offshore and Onshore
  • Technical support to other disciplines including pipeline, Pipeline Repair, Damage Assessment corrosion, integrity and other operations/business functions.
  • Executing offshore Field Construction safely and efficiently with a large number of contract staff, less familiar with QG safety, quality and work management standards.
  • Maintaining strong interfaces between Company Operations, Logistics departments and Contractor teams to ensure alignment and issue resolution
  • Ensuring a robust and well-prepared offshore/Subsea Brown Field Construction planning and execution to absolutely fit within Operations planned shutdown schedule.

  • Senior Construction Engineer has a significant impact on COMPANY subsea pipelines safe and reliable operation to ensure continued offshore gas availability with no outages due to installation and integrity aspects.
  • Experienced and self-motivated Senior Construction Engineer with extensive knowledge in Construction, installation and repair methods of Subsea pipelines for brownfield Oil & Gas / offshore / Subsea / facilities.
  • Senior Construction Engineer shall have the construction capabilities to manage the construction phase and provide support to other disciplines / company assets.
  • Provide inputs to engineering for Detailed Engineering studies.
  • Propose various solutions related to pipeline engineering and review technical/construction documents to ensure compliance with drawings, design and company specifications and standards.
  • Senior Construction Engineer have good knowledge of various Subsea pipeline repair works.

    This Senior Construction Engineer (Subsea/Marine), Scope includes

  • Ensure compliance with COMPANY systems and processes including the Project Management System (PMS) and maintains support and adoption of all processes.
  • Prepare plans and work schedules that ensure effective completion of projects.
  • Assist PMT in meeting PMS expectations requirements in terms of Construction.
  • Support Constructability Reviews, Brownfield Planning & Verification Checklist & Site Verification Exercise.
  • Review construction work plans, pre-task planning and method statements to ensure comprehensive safety and feasibility for the Subsea pipeline repair Project.
  • Provide company representation in monitoring contractor’s construction-related activities.
  • Reports activities, progress and areas of concern to Project Manager.
  • Participates in appropriate weekly staff meetings.
  • Monitor, manage and influence the activities of contractors performing construction work to ensure compliance with project objectives and contractual requirements.
  • Ensure construction plans are developed in accordance with COMPANY, RLII, RLIII & AKG rules, regulations, and standards and permit to work procedures as applicable.
  • Report and record potential change order requests to assist in claims avoidance.
  • Apply quality management approach to ensure projects are executed in conformance with the established technical requirements and comply with QA/QC expectation.
  • Manage fabrication-shop activities and methodologies.
  • Apply and capture Brownfield project execution lessons learned & best practices. Prepare and follow up approvals of Construction Interface Agreements and eMOCs.
  • Monitor construction and execution phase, confirm mechanical completion activities MAC, safety, and readiness to commence Commissioning PSSR, Start-up and Hand Over.
  • Develop and implement plans to ensure that the handover of facilities takes place in a timely and effective manner to support safe and productive operations.
  • Review and manage criteria for the fabrication and field erection sequences with respect to construction safety in general and SIMOPS in particular.
  • Assess, implement and evaluate contractors construction techniques and adequacy of Contractors SHE or Safety Plan and Project Quality Plan.
  • Manage offshore Shutdown and Non-Shutdown-based construction. Manage plant Shutdown and Non-Shutdown-based construction.
  • Lead the preparation, understand and challenge the schedule estimate basis and assumptions. Define the activity breakdown level appropriate to the project phase and location (Shutdown and offshore).
  • Analyze schedule and identify critical path.
  • Analyze schedule and identify & develop mitigation or special schedule allowance or reserve against risks, uncertainties or constraints (heat index, offshore bad weather, site access etc.).
  • Coordinate to benchmark against historical data & industry norms.
  • Review FEED and EPC construction deliverables and studies to support the development and/or understanding of subsea pipelines Project.
  • Ensure full compliance to construction and system completion procedures.
  • Determine Shutdown requirements for repair scopes
  • Ensure the Shutdown durations are minimized by providing innovative solutions in pipeline repair executions.
  • Review and approval of permits
  • Involve in incident investigations. Analyze and draw conclusions from incident, near miss information, KEI, RA, and RCFAs etc. Performs Management of Change reviews
  • Participate in design and SHE reviews (DRA, HAZOPs, HAZIDs, risk assessments) and verify related risk and reliability, Construction/installation issues are closed out.

Is this you?

  • Bachelors’ degree, technical qualifications and/or equivalent execution experience.
  • Minimum 15 years’ experience in Oil & Gas sector with experience primarily in construction with Subsea pipelines, offshore Brownfield activities.
  • Field experience of offshore installation/ subsea pipeline /cable repair projects, engineering, operations and having at least 10 years of extensive experience in offshore project execution/ Pipeline repair/ Hook up activities in a supervisory role.
  • Experience in use Subsea construction equipment for pipeline and sleeper damage repair
  • Experience in review of Subsea lifting plans, Review of engineering work pack, method statement, lifting plan, JSA, and ensure project requirements and RA recommendations are well adhered.
  • Offshore survey experience, experienced in diving vessel, marine lifting activities. Good knowledge of marine engineering deliverables.
  • Experience in managing Contractor as COMPANY representative
  • Involved and been through EPCI Pipeline Project(s)
  • Strong technical skills and experience in subsea pipelines construction.
  • Thorough understanding and knowledge of SHE Standards as they relate to the Oil & Gas Industry and Environment.
  • Should have strong effective communications in written and spoken English, creativity, problem solving, and coordination capabilities with good attention to detail.
  • High degree of flexibility and ability to demonstrate conceptual thinking skills.
  • Foresee and resolve issues by providing guidance to the site team for safe installation
  • Strong organizational, planning and prioritization skills.
  • Strong leadership, coordination and interface skills.
  • Good negotiating and influencing skills.
  • Proficient in Microsoft Office.
